99 percent vs 100 percent eclipse totality: What's the difference?

Some people are wondering if it's worth it to head north from Chattanooga and north Georgia to see the solar eclipse in its ultimate "total" form - 100 percent totality.

But much of the Chattanooga area is in the 99 percent totality range.
